In other words, it was the financial transaction rather than the betting that was being criminalized.
In an attempt to legalize internet/online gambling Rep. Barney Frank introduced the Internet Gambling Regulation and Enforcement Act in 2007. James McDermott also introduced the Internet Gambling Regulation and Tax Enforcement Act that had to do with regulation of gambling sites on the internet and also a collection of taxes for the bets made.
